	Added FM0, FM1, and MANCHESTER ENCODING SUPPORT, all three require 32X sampling, internal cloc

	added nrzi_rx_clk file that recovers clock from NRZI data stream

	removed -RxCLK from design, now RxCLK always comes from TxCLK for V.35 or X.21, need to disconnect
	RxCLK from DTRA/DTRB from all V.35 cables, now X.21 and V.35 can use the same octopus cable
